*NOTE: For the April 1996 applications, CLRC approval will be dependent upon DESE approval of the DCLP.

VII. The DCLP shall contain provisions for assessment of the district@s Career Ladder.

The chairman of the CLDC and CLRC will make periodic assessment of the district's career ladder under the direction of the local board. The criteria for assessment shall be the purpose, goals, impact on effective teaching, benefits of the school district and students, and teacher's interest and participation. To determine if the goals and objectives of the Central R-III School District are being met, career ladder forms as provided,by DESE will be used to collect and analyze data.

VIII. & IX. The DCLP shall contain the instrument, procedures, and forms used in the district's PBTE process ... (and) ... evidence of prior and continuous training for evaluators in PBTE.

The Central R-III PBTE evaluators have been trained and will continue to be trained in the execution of the PBTE. This training includes knowledge of effective teaching, formative observation, summative evaluation, and assistance to teachers in the improvement of instruction.

VIII. The DCLP shall contain procedures for appealing decisions made
regarding approval or denial of application and placement on the Career Ladder, including the right to substantive and procedural appeals of the PBTE.

The Central R-III School District has an established policy (MSBA-GCN) for appealing the results of any teacher's performance based evaluation.

Any educator who is denied participation in the Career Ladder Program due to the PBTE or any decision made by the CLRC shall have the right of appeal. The appeal procedure shall include:

A. An opportunity to have the decision reviewed by the authority/committee rendering the initial decision;
B. An opportunity to have the decision rendered in "A" reviewed by the Central R- III Superintendent; and
C. An opportunity to have the decision rendered in "B" reviewed by the Central R- III Board of Education.

Appeal procedures shall be implemented in a timely fashion. All decisions made with respect to a teachers application to and placement on any stage of the Career Ladder shall be based on the qualifications for that stage as stated in this Central R-III Career Ladder Plan.

IX The DCLP shall contain provisions for recognition of teacher mobility from one participating district to another within the state.

An educator entering the Central R-III District may apply to participate on any Career Ladder stage for which he/she is qualified provided that the Central R-III program has advanced to that stage.

Internal Mobility
Teachers will have the option of moving from a higher stage to a lower stage or not to be
involved on the CLP. Teachers will have the option of remaining on a particular stage for an extended period of time, if qualifications are met every year and performance of responsibilities is satisfactory.

GENERAL POLICIES
Application
Teachers will submit two typewritten copies of the Career Ladder Plan (CLP) to any CLRC member by either May l or October 1, retaining the original.

Rejection
Plans not approved by the CLRC will be returned to the teacher with reasons for rejection in
writing.

Resubmission

Applicants who have their CLPs returned for modifications have fifteen days to submit a modified plan. All modifications are to be completed by November 1/May 15. The CLRC will meet within 10 days of the resubmission deadline. Modified plans are either accepted or rejected.

Amendments

A teacher may submit amendments to his CLP in writing for approval by the CLRC no later than April 1.

Completion

Teachers are to submit a log of time spent of completing responsibilities to the Review Committee by May 1.

The final date to complete responsibilities shall be the last teaching day of the school year; however, the last day for completion may be extended following written approval of the CLRC.

Payment

Payment will be made upon the district's receipt of state funds. Payment will not be made unless the CLP has been completed and approved by the CLRC. A list of persons successfully completing their CLP shall be submitted to the Superintendent's office by the CLRC. Plans marked completed and approved shall be submitted by the CLRC chairperson to the office of the superintendent for payment. Payment will be made in "lump sum".
